I tested with sulogin from util-linux and can confirm that this
particular bug doesn't happen with that implementation.

Since util-linux is properly maintained upstream we should consider
shipping that implementation. This also get's us closer to what other
distros use and allows us to eventually get rid of sysvinit-utils and
src:sysvinit.

I also think we should move the following tools (along with their man
pages) to util-linux while at it:

/usr/bin/lastb
/usr/bin/last
/usr/bin/mesg
/sbin/sulogin

This needs coordination between sysvinit-utils and util-linux, so
cloning and re-assigning the bug accordingly.
