tmpfs-config(5) sounds like an acceptable name to me. So if this is
considered a vote, here is a +1 from me :-)

I agree here as well. But that's water unter the bridge.

For anyone making the change in initscripts to rename the man page,
please also make sure to rename the reference in /etc/default/tmpfs,
which currently contains

# Configuration for tmpfs filesystems mounted in early boot, before
# filesystems from /etc/fstab are mounted.  For information about
# these variables see the tmpfs(5) manual page.
