Yes!

(On a related note, would be nice if we could do the Breaks/Depends
sysvinit-utils / util-linux switcheroo soon to properly describe
the relations and avoid similar upgrade issues again. Synchronized
uploads of sysvinit and util-linux is needed for that. Hopefully
this is a good task for one of the people who've shown interest
in adopting sysvinit to get started with.)
