These two are entirely Debian specific, so I don't think keeping them in
sysvinit-utils hurts much anytime soon.

This already got discussed a while ago, it would be nice to build/ship this in
procps which is the actual upstream for this: https://bugs.debian.org/810018

The above bug talks about this as well. There are just two reverse
dependencies, so adding a dep to sysvinit-utils to these two packages is rather
simple.
