[Pkg-sysvinit-devel] Bug#586709: Can confirm this bug

I can confirm this bug exists in SysV init 2.91. Have not found the
cause yet. At first I thought it might be a matter of shutdown and halt
using different methods to cut power (ie maybe halt was trying to
poweroff but couldn't do to a compatibility problem). But I have
confirmed on my own machine that

1. halt's default behaviour is to poweroff (good)
2. switch halt's default to "halt" causes it to halt without powering
off (also good)
3. halt -p does not power off, it just halts (bad)

So I know halt _can_ poweroff the computer, it just is not for some
reason. I suspect there is something that is cancelling out the -p flag
late in the code, but haven't found it yet.
