It's maybe just a cosmetics, but what about changing the mailinglist in post
receive git hook?

  git config --add multimailhook.mailinglist "${PACKAGE}_cvs at packages.qa.debian.org"

In the ruby team we use hooks.mailinglist/hooks.bcc

  git config --add hooks.mailinglist "pkg-tasktools at lists.alioth.debian.org"
  git config --add hooks.bcc "${PACKAGE}_cvs at packages.qa.debian.org"
