The auto_path issue is the most critical, yes.
For Tcl 8.5 there is a new packaging mechanism introduced, to address
the slow performance, but its orthogonal to the old package mechanism.

This module approach should be addressed in the policy too, also its not
as pressing yet. Tcl modules are prime candidates for being third party
addons, similar to CPAN perl modules).
