You're right. I've missed this stricter Tcl version check in Tk 8.5.0.
The dependency will be fixed in the next upload.

For now either wait 2 days until tcl8.5 8.5.0 will enter testing or
download and install it by hands from
http://ftp.de.debian.org/debian/pool/main/t/tcl8.5/tcl8.5-dev_8.5.0-2_i386.deb
