I'm afraid it's your specific problem. It seems that you haven't
downloaded tcl8.5_8.5.2-3_amd64.deb completely.
Try to clean APT cache using apt-get clean (and if you're downloading
packages via proxy you might want to clean proxy cache too) and
reinstall the package again.
Please, report if reinstalling will succeed and I'll close the bug.
