[Pkg-tcltk-devel] request for upload of xotcl 1.6.6-1

hey sergei + frankie!

i packaged a new upstream release (1.6.6). most importantly, it now 
supports and uses the shared expat (rather than the bundled one).

i made sure that it is lintian clean, the two prior NMUs are 
incorporated and reflected in the SVN (appropriately tagged).
