1) It's a signal extension for Tcl, not for Tk (the description is incorrect).

2) Manpage should be names signal.3tcl, not signal.3tk (BTW, inside
the page its section is correct, and as a result the debhelper script
installs it correctly).

3) Provided examples require Tk to run, so I'd suggest to add
Suggests: ${wish:Depends}
to the control file.

4) The extension doesn't use Tcl stubs, so the dependency on tcl8.5 is
pulled using ${shlibs:Depends}. Don't use ${tcl:Depends}.

Otherwise the package is fine (though it may require some porting work
to kfreebsd-i386 and kfreebsd-amd64 architectures, but I don't know
for sure), so I'll upload it after you'll fix the bugs above.
