dotlrn does not use python at all, so i was wondering why this was
happening... and i found out that debhelper < 9 enables python support
by default. From the manpage:

"Changes from v8 are:
	- [...]
	- dh does not default to enabling --with=python-support"

...so mystery solved, i have updated the debhelper dependency and compat
level to >=9, and will upload the changes in the next version.
