[Pkg-tcltk-devel] Bug#700503: tcllib: Installs manpage called "install-stamp.gz"

Lintian reported that tcllib installs a manpage called
"install-stamp.gz" and packages.d.o confirms this[1].

According to Lintian, the manpage is empty and judging from its name
it appears to be a stamp-file from the build that just got compressed
and installed as a manpage.

The file is installed as /usr/share/man/man3/install-stamp.gz
