Control: found -1 8.5.15-1

The BReaks/Replaces are incorrectly versioned and exclude the package
version in sid. You probably want

  Package: tk8.5-doc
  Breaks: tk8.5 (<= 8.5.14-2)
  Replaces: tk8.5 (<= 8.5.14-2)

(there should be no need for Conflicts, Breaks should be sufficient)
