I also have no idea :-) I would propose just to create a minimal
structure similar to f.e. debian-astro:

mkdir /git/pkg-tcltk/packages
chgrp -R scm_pkg-tcltk /git/pkg-tcltk/
chmod 2775 /git/pkg-tcltk/packages
