It's correct.

It's also correct.

And this is wrong.

Okay, let's dig further. Can you show the output of

ldd /usr/bin/tclsh8.6

and

ldd /usr/bin/wish8.6

And yes, tk8.6.0+9 works fine for me (it actually just supplies a
symlink /usr/bin/wish, the actual work is done by tcl8.6 and tk8.6).
