I have completed most of the work to package the new upstream release
(2.2.0).

What is missing is some action to fix nsfConfig.sh in response to Bug
890052:

I tried to have a quick look how tcl8.6 deals with the build paths in
tclConfig.sh. However, I failed to spot the right place. I noticed
though that all build- and src-related path in the resulting
tclConfig.sh are effectively replaced with installation paths.

How is this best achieved?

Processing nsfConfig.sh once created, patching nsfConfig.sh.in, patching
the environment before running ./configure?
