Empathy shouldn't be a problem for transitions as far as I can see. Some 
libraries with questionable ABIs (libempathy and libempathy-gtk) have 
been removed, but nothing in testing seems to depend on them anyway, so 
I think Empathy can be treated like a leaf package?

I'm not aware of any transitions that need to happen within Telepathy 
itself. The libraries (telepathy-glib, telepathy-farsight) are up to 
date in testing, and we don't plan to break their ABIs; Farsight/libnice 
appear to differ by one binNMU, so I assume they'll go in as part of 
some other transition (probably related to gupnp).
