Dear maintainers,

I have a friend who use gtalk (with gtalk plugin) who don't have a webcam.
I have, myself, a webcam.

However, I can't make video calls and neither can he.
As well, I can't initiate an audio call and then activate MY webcam.

==EXPECTED BEHAVIOUR==
Video calls should be disable only if at least on attendee has no screen and no webcam.
Video calls should be disable only if ALL the attendee have no webcam.
Video calls should be allowed in any other case.
