[Pkg-telepathy-maintainers] Bug#678261: folks plugins should have a tighter dependency against libfolks

Hi,

libfolks 0.8 has bumped the plugin "soname" again.

Maybe we should also add a tighter dependency in sid/wheezy as well to
avoid breakage in the future upgrades?
