[Pkg-telepathy-maintainers] Bug#889825: libnice-dev is missing a dependency to libgnutls28-dev

We are in the process of using meson for a project that uses libnice. To
this end, we included a build-dependency in that project to libnice-dev.

When building, we encountered:

Meson encountered an error in file meson.build, line 28, column 0:
Could not generate cargs for nice:

After debugging, we found out that

barco at EMS-0060E05F8088:~$ pkg-config --cflags nice
Package gnutls was not found in the pkg-config search path.
Perhaps you should add the directory containing `gnutls.pc'
to the PKG_CONFIG_PATH environment variable
Package 'gnutls', required by 'nice', not found

Installing libgnutls28-dev resolves the problem.
