Are the patches applied in TigerVNC's libfltk improvements/bugfixes to  
upstream's fltk? Or are they custom-TigerVNC patches?

No matter what of the above is applicable, can you provide the applied  
patches, so we can consider filing bug reports against libfltk1.3 in  
Debian? The libfltk1.3 maintainers then have to consider to forward  
them to libftlk upstream.

IMHO, the situation has to be clarified, so that we do not build  
against the internally shipped libraries/extras at all. Are there  
other internal libs that TigerVNC gets built against? If so, we should  
extract those and either package as an extra library for Debian or  
make sure that the version already in Debian is used for building  
against.
