If a desktop resize event occurred before the client had sent a packet
indicating that it supports them, tigervnc would drop the connection.
Now, it just ignores the resize event, but if it receives a packet from
the client indicating that the client supports resizing, and this was
not previously known, it fakes a new resize event.
