For what it is worth, the Conflict does not alleviate the need for the
Replaces: since the file conflicts are resolved before the Conflicts are taken
into account.

If someone has installed libjpeg-progs in wheezy and try to install
libjpeg-turbo-progs they might still get a dpkg error (depending on
the installation order).
