spotted by Didier, looking at cups build attempts:

tiff didn't change, but libtiff5-dev (providing libtiff-dev) depends on
libjpeg-dev, so there's probably a single issue at play here. Since
libjpeg-turbo was installed a few minutes before that, let's check…
Trying to install libjpeg-dev from buildd-unstable:
| $ sudo apt-get install libjpeg-dev=1:1.3.1-9 libjpeg62-turbo-dev=1:1.3.1-9 libjpeg62-turbo=1:1.3.1-9
