Nope, the amd64 package has been built on Debian Stable instead of
Debian Unstable and then uploaded to Debian Unstable anyways.

(arm64 from debports doesn't count anymore, it's already in Debian
proper for multiple years.)

Nevertheless, this is definitely a serious issue and tigervnc on
amd64 needs to be rebuilt in a clean chroot, e.g. by requesting a
BinNMU for it. (Which the maintainer of the package should do.

Without that, the package won't migrate to testing.
