I also don't think so. Moreover, it does work for the TigerVNC backport
to debian jessie.

So, it seems to be a regression with the combination of Xorg 1.19 in stretch
and the VNC patch to it. Ola, where did you get this patch? If I remember
correctly, Xorg 1.19 is not officially supported for TigerVNC 1.7.

Maybe you can post the changes to fbvnc somewhere, so that we test with the same code?
