I suppose so. Haven't tried building on Stretch or Sid. But since both
ship recent enough versions of the relevant packages, it shouldn't fail
to build there.

BTW, the backport seems to be running fine for now. The only dependency
I needed to backport was fltk1.3 (no changes required); all other
packages can be taken as-is from Stretch. Given that tigervnc didn't
make it into Jessie, an official backport would be nice.
