no.

netdev should not be created by dbus. Dhcdb is responsable to do this!

taken from dhcdbd.postinst:

6         if ! getent group netdev > /dev/null; then
7                 addgroup --quiet --system netdev
8         fi

and this taken form README.Debian of NM

8 To allow users to connect to the NetworkManager daemon they have to be
in the
9 group "netdev". If you want to add a user to group "netdev" use the
command
10 "adduser username netdev" or one of the graphical user management
frontends.
11 After that you have to reload D-Bus with the command
"/etc/init.d/dbus reload".
