If you actually have an idea, how this can be solved properly [1]
(within network-manager), I'm of course all ears.

[1] Please take into account, what I already wrote in my previous
emails. E.g. sendsigs running at S20 (stopping processes like
network-manager) and umountnfs at S40 on shutdown.

Simply moving dbus (and network-manager that is) from K20 to, let's say,
K80, will only paper over some issues but not solve any underlying
problem. So I'm hesitant to do such hack.
