If that's what PyQT4's upstream does, I don't think it should be a
problem. Would you mind letting me look at a pre-release package before
uploading?
If you install the dbus/ and dbus/mainloop/ directories but no
__init__.py for them, then this will not cause any conflict with
dbus-python, and the extension will appear not to be present (import
won't find it at all) unless dbus-python is installed too. I think this
is what you want, perhaps with a Suggests on dbus-python (in addition to
the Build-Depends which you'll already need - I didn't bother giving it
a separate -dev package, since the development files are tiny).
