[Pkg-utopia-maintainers] Bug#425911: dbus: Fails to start inside chroot: SELinux detection/init. fails

When installing epiphany-browser's B-D in a sid chroot, I noticed that
dbus didn't want to start:
| Starting system message bus: dbusCould not tell if SELinux is enabled: No such file or directory
| SELinux pre-initialization failed
| invoke-rc.d: initscript dbus, action "start" failed.
| dpkg: error processing dbus (--configure):
|  subprocess post-installation script returned error exit status 1
| Errors were encountered while processing:
|  dbus
| E: Sub-process /usr/bin/dpkg returned an error code (1)

I then debootstrapped a clean sid environment, and I got that error as
well.
