It should.
The dbus init script has some additional logic, to start/stop dependent
services as most dbus services die whenever the dbus daemon is stopped.

The interesting question is, why you have a /etc/rc2.d/ at all.
If you are using file-rc, you should only have a file /etc/runlevel.conf
but no /etc/rc?.d/ directories anymore.

If you are actually using file-rc, the above workaround is not the
correct one. Instead you should simply remove all /etc/rc?.d/
directories. IIRC upon installation of file-rc, these directories should
have been removed atomically. So it seems, your installation is busted
somehow.
