Yes, it looks like a driver bug.
To be absolutely sure its not a bug in the NetworkManager link detection
support, please change to the directory /sys and run
# cat `find . -name carrier | grep usb0`
If this reports 1 although you don't have a physical link, it's a driver
bug.
