I also have this problem.

When checking with gnome-keyring-manager I can see that I have both a
default and a login keyring, and that nm-applet has used both, I have
some of my keys in one of them and some in the other.

Which one of the should nm-applet use?

Perhaps gnome is using the password typed in gdm to unlock the default
keyring, this would explain why I only has this problem sometimes, I
have a fingerprint reader I can use for login and it is only half the
time I use it.
