[Pkg-utopia-maintainers] Bug#510124: hal: 'relatime' not listed as a valid mount option

Current HAL policy in 10osvendor/20-storage-methods.fdi does not list
'relatime' as a valid mount option. This prevents using 'relatime' for
automatically mounted removable media, such as USB flash drives, where it is
desirable e.g. when keeping mailboxes on the media to get less writes and not
break mailers which check file access times.
