Hi,

  This might be a kernel issue. But from time to time access points turn up
  with all 0's as mac address and no essid. Unfortunately NM tries to merge
  access points with no essid with the list of allowed access points. They only
  have user address set and no global address, so the first allowed access
  point always matches and it's essid is set to the invalid ap... Later on
  access points are merged on among other things essid's and some properties
  merged (i'm unsure if this is a smart thing to do, but that's another
  story).. Obviously merging an invalid with valid access points leaves a big
  mess, especially since it's always a valid access point in your allowed list.

  What happened often in practise is that this caused NM to think that the
  network it should connect to was unencrypted, while it is.. Causing trouble
  and user frustration :(

  Anyway long story, small patch. This just makes NM drop scanned access points
  if their mac address is all 0's.
