If the device was not listed in /media/.hal-mtab, then indeed it was 
*not* mounted by hal. Hal itself doesn't do any automounting. It's the 
desktop environment (gnome-volume-manager, kde kded_mediamager etc.) 
which does the mounting (through hal).
Which environment are you using? The bug should be reassigned there.
