I had gotten the impression that NetworkManager required GNOME to work
from my googling and that left me extremely unimpressed (I think you
might understand why I was unhappy that a core function like networking
might depend on having a DE running). I'm sorry I spoke based on
misinformation.  Certainly the truth of the situation is much better
than I thought, and from what you say it looks like the actual problem
will be solved as well.  

I also apologize for my tone in stating my dissatisfaction.  Even
though from what I undertand of how NM was implemented a logged in user
(into a DE?) was necessary for network operation I should have been more
diplomatic in how I stated my case.  (At least unless my concern was
ignored or patronized or treated with disdain, which isn't at all the
case and in fact was an accepted concern that was being worked on).
