Ok, I guess the correct fix for this, is to enhance the dbus init script
to support /etc/init.d/dbus status (which will return if dbus is started
or not) and use that within hal.
Checking for /var/run/dbus/system_bus_socket is obviously not reliable
enough.
The other problem it seems, is that dbus is not correctly
started/upgraded on your system, leaving this stale
/var/run/dbus/system_bus_socket around.
We'll have to investigate that separately.
Could you please do a separate etch upgrade test (without hal
involved/installed), and see if dbus is successfully running afterwards.
If not, please file a separate bug for dbus.
