That was actually done, but since merely *allowing* an option to be
specified does not mean that it's done by default, I don't see why
this commit should hurt anything.
Thus disallowing the option again, as done in
56_revert_ntfs_locale_mount_option.patch is a regression for everyone
using ntfs-3g (which also works in Debian, FWIW, this is *not* an
Ubuntu-ism).
If something in the KDE mount process supplies the locale option, but
doesn't check if it is actually allowed, then we should either
 - fix the KDE automounter to check, or
 - fix the hal backend to ignore a given locale= if the in-kernel
   driver is used (which is probably the more correct solution)
