Ok, this seems to be an entirely different problem.

Simply check, if hal is running.
Why don't you add a little debug check in the xdm start script, something like

lshal | input.xkb > /tmp/log

This way you can check, if hal is started up correctly and we have to look for
the problem elsewhere.
