Yes, it is (I don't think I have it configured fully, it doesn't show
any splash screen). 

$ dpkg -l splashy
ii  splashy        0.3.13-4       A complete user-space boot splash 
$ ls -l /etc/lsb-base-logging.sh
-rw-r--r-- 1 root root 13232 2009-04-07 01:48 /etc/lsb-base-logging.sh
