Dan, is there something wrong with the default D-Bus policy for NetworkManager?

Does, for whatever reason, match this rule
        <policy at_console="true">
                <allow send_destination="org.freedesktop.NetworkManager"/>

                <deny send_destination="org.freedesktop.NetworkManager"
                      send_interface="org.freedesktop.NetworkManager.PPP"/>
        </policy>

which denies the access.

Tim, could you remove the

                <deny send_destination="org.freedesktop.NetworkManager"
                      send_interface="org.freedesktop.NetworkManager.PPP"/>

rules within the at_console and group=netdev section, reload dbus
(/etc/init.d/dbus reload) and try again.
