That's imho a bug in libparted1.8-dev.
libparted.la has dependency_libs=' -ldl -ldevmapper -luuid', but is missing
Depends: uuid-dev. (and libdevmapper-dev, fwiw).
The libtool file should either be fixed/removed or the required dependencies
added to the libparted1.8-dev package.
I've filed #526896 to get that fixed. (*)

libselinux, yet does not depend on libselinux-dev (#526895)
