Yup, I think so. I'm using dnsmasq as DNS/DHCP for my lan; my main box 
uses send host-name and after getting an IP from dnsmasq, dnsmasq's DNS 
server can resolve that hostname/IP. It is quite handy.

Well, I'm not 100% sure that it being the default is a good idea- in my 
setup, yes it is. I don't know enough to know if that's harmful in some 
environments.

If it's a harmless thing to do, I would say yes to always sending the 
host name.
