I think this is a gnome-session or gdm issue.

When you cancel the auth dialog, gnome-session will fall back to use gdm's
shutdown/reboot methods. That is was I figured so far. At least I can't see a
bug in policykit-1 or consolekit for that matter.

Reassigning to gnome-session for now.
Joss knows more about gdm/gnome-session, so I assume he will reassign/deal with
it appropriately.
