I added "logger $value" to hal-system-power-set-power-save. It always
shows "false" in the logs.

Yes, I think so too, calling pm-powersave without arguments works
correctly. I also added "logger $*" to pm-powersave and it always shows
"false".
BTW: I'm using HAL 0.5.14-3
