That is hand waving. I don't know of any case where having policykit installed
broke policykit-1 or vice versa.
policykit and policykit-1 were designed to be co-installable. From a technical
pov there is no need for a conflicts.

policykit is no longer available in squeeze/sid and no package depends on it
anymore. So this bug only matters for upgrades. On upgrades though, the package
should be removed automatically (e.g. by apt-get autoremove).

tbh, I'm tempted to just close this bug. Unnecessary conflicts just make it
harder for apt(itude) to calculate the upgrade path.
And as said, cleaning up of such "cruft" packages can be done via other mechanisms.
I'm open though to opinions of the release team and if they want to see such a
conflicts for upgrades or not.
