I sure hope the is-local flag is not under control of the user logging
in, as it would allow anyone to get more access than they should have.
The scripts in /etc/X11/Xsession.d/ are executed as the user logging
in, which make me hope that this is not the source of the is-local
setting in consolekit. :)
